Preheat oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.
In a large bowl, combine flour, sugar, cocoa, baking soda, baking powder, and salt.
Add eggs, milk, oil, and vanilla. Mix well with an electric mixer on medium speed for 2 minutes.
Stir in hot coffee. The batter will be very thin.
Pour into prepared pans. Bake for 30-35 minutes until a toothpick comes out clean.
Beat butter until creamy. Gradually add powdered sugar, cocoa, milk, vanilla, and salt. Beat until smooth.
Once cakes are completely cool, frost between layers and cover entire cake.
